What the city file shows about asbestos air monitoring at Maple Hills

The Red Wing building-department production includes 27 pages of air-sampling sheets and shipping manifests, alongside a two-page June email chain in which a city building official asks about apartment air quality and abatement documentation.

What prompted the request

In an email dated June 10, 2025, City of Red Wing building official Scott Safe told contractor representative Ryan Craft that he was receiving questions from city council members about air-quality issues in apartments. He requested air-migration reports and abatement reports.

Craft replied on June 11, 2025 that he was attaching April air samples taken during abatement. He wrote that he had also requested May air samples and documents describing mold remediation in places where mold had been encountered, and would forward those documents when received.

Craft described the reported fiber-count results as below a level he considered actionable. That was the contractor's characterization, not an independent city finding about safety in every apartment.

What the records establish—and what they do not

Documented

Asbestos-related air monitoring was recorded at Maple Hills on multiple dates. The city building official asked for supporting reports after questions about apartment air quality. The contractor supplied information and described additional materials he was seeking.

Not established by these pages

Whether a particular resident received required notices; whether containment and relocation measures were adequate; whether Unit 109 had its own sampling or clearance testing; whether every reported result was independently validated; or whether a resident suffered a particular exposure or injury.

Important distinction about sample figures

The sampling forms include handwritten figures identified as F/CC (fibers per cubic centimeter). The June 11 email explains the contractor's interpretation of those figures and references a threshold of 0.01 F/CC. This website has not independently verified the analytical method, sample coverage, regulatory clearance requirements or whether that threshold was applicable to the relevant work and locations.

A reading from an adjacent area on one date cannot by itself show what a specific apartment's air was like at other times, during other work, or for its occupants.

Records that would help answer the remaining questions

  • Before-work asbestos surveys and material-identification laboratory results, with exact building/unit locations.
  • Abatement plans and daily contractor logs showing containment, negative-pressure controls, ventilation and work areas.
  • Resident notices, access and relocation records, and the dates of work in or adjacent to Building A, Unit 109.
  • Complete laboratory reports, chain-of-custody forms, field logs and clearance determinations tied to each sampling location.
  • Complete analytical reports for the May monitoring sheets, and the mold-remediation documentation referenced in the June 11 email, including any materials held outside this two-file set.
Editorial note: The documents are records of testing paperwork and communication, not a determination of wrongdoing. This page distinguishes what is written in the city-produced documents from questions that require additional evidence. The public should review the scans directly.
